although election featured 4 incumbent candidates, donna frye had served full term on city council. kevin faulconer , ben hueso both serving partial terms after winning special elections fill seats vacated resignations of michael zucchet , ralph inzunza respectively. tony young had served partial term after winning special election fill vacancy created death of charles l. lewis.
