the procedure of obtaining status of resident defined law: company must register legal entity in yelabuga municipal area , present business plan investments not less 120 million roubles. application considered alabuga supervisory board. average period of obtaining status of resident 3 months. october 2017, 57 companies registered residents, 23 plants put service, others being under construction or projected in alabuga.


tax regime

taxation of alabuga residents carried out in accordance russian laws of special economic zones. resident companies have tax preferences , benefits, defined federal legislation , legislation of tatarstan.



corporate tax 2% first 5 years, 7% years 6-10 , 15,5% until 2055. term counts date company receives first profit. (according law of republic of tatarstan of 10th february 2006 #5-ЗРТ);
property tax — 0% 10 years since tax base formation. period can extended law of republic of tatarstan (according paragraph 17 of article №381 of tax code of russian federation);
the alabuga residents exempt transport tax 10 years since registering vehicle (according law of republic of tatarstan of 29th november 2002 # 24-ЗРТ) , land value tax same period since property title area accrues (by decision of yelabuga municipal district council of 25th january 2006 #38);
according free economic zone regime, imported equipment , products used in territory of alabuga exempt сustoms duties (10%) , value-added tax (18%).

prospects

in december 2016, alabuga reached principal agreement on cooperation tianjin economic-technological development area (teda), 1 of first , successful free economic zones in china. among prospects were: attracting more 60 resident companies china tatarstan special economic zone; making teda alabuga shareholders through selling them 1 part of additional emission of jsc sez ipt alabuga shares, planned 2018-2019; creating joint venture - audit-consulting firm pricewaterhousecoopers engaged in development of project.


at st. petersburg international economic forum in 2017, republic of tatarstan , rosatom state atomic energy corporation signed agreement build plant in alabuga produce polyacrylonitrile fiber, main raw material production of carbon fiber. construction planned 2017-2020. when reaches projected capacity enterprise provide 700 jobs. planned plant become key investment project of interregional composite industrial cluster unite branch capacities of republic of tatarstan, moscow , saratov regions single technological cycle production of composite materials.
