meanwhile, in 1945–49 period of civil war against chinese communists, chiang kai-shek received no u.s. assistance during berlin blockade (1948–49), while berlin airlift of u.s. air force thwarted soviet interference in allied-occupied germany. hence, u.s. did not resume anti-communist kuomintang until losing liaoshen, huaihai, , pingjin campaigns, , chinese civil war.


as head-of-state of peoples republic of china, mao visited moscow (dec. 1949 – feb. 1950) , returned china sino-soviet treaty of friendship (1950), included $300 million loan , 30-year military alliance. under soviet guidance, prc applied soviet model of centralised planned economy; planning , development made heavy industry priority , consumer-goods production second priority. despite soviet guidance, mao developed basic ideas of china s great leap forward (1958–61), agrarian society industrial society.
