biography
early years year 2000

borges born in ramalde, porto. received bachelor s degree in economics technical university of lisbon in 1972, , master s degree stanford university. in 1980 received ph.d in economics stanford university. later borges taught @ insead. returned portugal in 1990, served vice governor of banco de portugal while teaching @ nova school of business , economics @ universidade nova de lisboa. while vice governor of banco de portugal, borges took leading role in liberalization of portugal s financial system. 1993 2000 borges served director , dean @ insead.


2000 2010

in 2000 borges relocated london, became executive vice chairman of goldman sachs international, responsible strategy, investment banking , leadership development. in period borges director of citibank portugal, bnp paribas, petrogal, sonae, jerónimo martins, cimpor, vista alegre, novartis venture funds, cnp assurances, banco santander de negocios, caixa seguros, scor, s.p.g.s , heidrick & struggles. borges left post vice chairman of goldman sachs international in 2008, while continuing managing director of goldman sachs group inc , international advisor of goldman sachs. after departure, borges served chairman of statutory fiscal board of banco santander de negócios portugal, chairman of supervisory board of banco santander de negocios portugal, chairman of european corporate governance institute, , chairman of hedge fund standards board ltd. member of supervisory boards of novartis venture fund , cnp assurances sa, advisory board of critical links sa, , board of governors of wellington college. simultaneously adviser united states department of treasury, electric power research institute, oecd, , european union on establishment of economic , monetary union (emu). borges adviser portuguese government, , professor @ institute of economics , business @ catholic university of portugal. member of social democratic party (psd), borges vice chairman of national policy committee of psd 2008 2010.


2010 , death

in november 2010, borges appointed director of european department of international monetary fund. in november 2011 appointed new prime minister pedro passos coelho oversee privatization measures, renogitations of public–private partnerships , restructuring of state-owned enterprises , banking sector. these measures negotiated troika composed of european commission, european central bank , international monetary fund preconditions monetary aid portugal.


on 25 august 2013, borges died pancreatic cancer @ age of 63.
