the necessary powers obtained under london county council (money) act 1906, , competition design new building organised. there approximately 100 entries, , winner twenty-nine-year-old ralph knott. construction began in 1911, , first section opened in 1922, original building completed in 1933. extensions continued made throughout council s existence.
